ICT Solutions Applied to Slow Tourism-PALESTINE

This Call for Proposals (CFP) is exclusively open to legally constituted MSME working in the field of ICT solutions established in one of the ENI CBC MED programmes eligible and adjoining territories within one of the Med Pearls project partner countries. The Objective of this CFP is the creation of ICT solutions designed to enhance the Slow Tourism products which are currently being developed in Palestine. The Med Pearls project performed an ICT needs assessment among the Travel Agencies developing Slow Tourism products and the following areas of ICT solutions have been considered as priorities: 1. GAMIFICATION - To complement and support the enjoyment of the Slow Tourism products with educational and ludic ICT solutions. 2. VIRTUAL REALITY / AUGMENTED REALITY - To enable travelers to discover the destinations in a deeper or different way both during the trip but also from their own home when preparing their trips. 3. DIGITAL BOOKLETS / ONLINE TOURISM GUIDES / GEOLOCATION SOLUTIONS - To make key information of the destinations easier to access by tourists, including geolocation data. To design and plan trips based on travelers' preferences. 4. PROMOTIONAL TOOLS - To support local business to have more visibility and make it easier for visitors to purchase the services and products they offer. This Call for Proposals (CFP) is launched in the framework of the European Union ENI CBC MED Med Pearls Project in order to enhance and make more competitive the network of 20 Slow Tourism products being created by the project across 6 countries in the Mediterranean region. Med Pearls project is co-financed by the European Union under the European Neighborhood Instrument cross-border cooperation program “Mediterranean Sea Basin” 2014-2020 (ENI CBC MED). It started on 1st September 2019 and has a duration of 36 months (until 31st August 2022 with an extension requested until April 2023). It counts on an overall budget of 3.015.132 EUR, which are co-financed at a 90% rate by the ENI CBC Med programme. You have to apply in English Language
Are eligible costs for human resources only those related with payslips? Can costs from self-employed individual people be included?
Yes, in case there is no payslip because of being self-employed, then the rates stated in the national labour agreement that would apply for ICT companies are to be considered for the hourly rate.
Can company apply more than one proposal?

In the application form it is mentioned Annex X, where is this annex?
That is a typo mistake. The Annex that should be referred is Annex G
Is there an extension in deadline for the Call?
The deadlines for some of the Calls for proposals have been extended:

As far as the rate of the self employed experts is concerned, which of the two options is valida: a) should the contract agreement between the company and the self employed be considered for rate calculation? Or else b) the official national labour agreement (as it occurs for payroll based stuff)? Is it a) or b)? Best regards
No external experts/subcontracting is possible. The cost for human resources must be from staff of the company.
Our SME is established and located in Cairo, which is not one of the identified governorates in the call. However, the firm is carrying out projects in different governorates such as Marsa Matrouh, Dumyat and Port Said. Please clarify if we can submit where we are based in Cairo.
Only companies registered in one of the eligible areas can apply for the call. Cairo unfortunately is not an eligible area.
Technical issue: our firm has already submitted one proposal for one country and wishes to apply for another one as well. However the dashboard project area does not allow me to upload the 'new' documents for the proposal. The system assumes that all documents have already been submitted. Can you please help? thank you.
You should be able to upload documents now. There were some technical problems in the configuration of this Call for Proposals in the platform, and therefore we are extending the deadline to 11 July 18h CEST
its required to Specify the tourism product where your ICT solution will be mainly applied , we referred to annex G , there is no mention for any tourism product there we appreciate your feedback ,thanks
In Annex G you can find a short description of the Bethlehem Wilderness Slow Tourism Product. This is being developed by Sunbird Travel & Tours.
For Jenin there is no specific tourism product but you can also propose an ICT solution to support the tourism sector in that area.

Hello, operational question regarding the Budget of the proposal: the applicant wishes to engage in the project (in case the proposal is successful) people that do not work currently at the company -but will be employed in the future, as new hired people. Is this possible? Thus, for the case that the company does not have any payslip evidence for historical salaries, is it possible to propose a team that will be hired in case the proposal is successful and the project is implemented? Thank you.
The budget must be substantiated with hourly rates of staff already in the company, as you need to justify the budget requested from actual cost. If in the future there is new staff, there could be a minor change in the staff allocated to the project without varying the total amount of the subgrant.
regarding sustainability of ICT solution , are we responsible for revenue source of the ICT solution ???
The subgrants are to support companies in creating realistic solutions that can be marketed. Therefore in the proposal the applicant has to describe how they envisage financial sustainability of the ICT solution in the future.
